Tehran-Tabriz Rail Road, as a modern element, has had a significant role in the urban development process of southern Tehran. By moving the rail tracks to the underground, the newly vacated space lacks any “function” and threatens the adjacent fabric with serious perils in environmental, social, physical, and economic layers.

“Tehran Plain’s Pulse of Life” has been founded on the concepts of “Resiliency” and “Smart City” in addressing the crises, social inequalities, and the inefficiencies in infrastructural systems (public transportation and tunnel ventilation)

The strategic approach of the proposed plan is based on connecting the present attraction points in district 17 and creating identity nodes in districts 9 and 18

  • Emphasizing the role of the axis in the city-wide and regional public transportation system
  • Providing jobs for the middle class and semi-professional workforce by relocating the polluted and bothersome industries
  • Readiness for the crises resulting from an earthquake and the tunnel with suggested smart ventilation system, providing space for safe evacuation
  • Social interaction and cohesion by establishing “Tehran-Tabriz Rail Road Restoration and Development Management Company” in order to provide an opportunity for dialogue, information, education and utilization, and participating semi-professional workforce in development and operation

Based on the characteristics of the context, activity pulses have been designed inside and outside of the axis:

  • Organizational and local development institutions pulses
  • Local pulses (Pocket Parks, ethnic theme parks, events arena)
  • Urban pulses (Zarbahan bridge, events hotspots, Railway Café, workshop houses, food exhibition, pharmaceutical research and development hub)
  • Regional pulses (Kan leisure hub, green research and development hub, iron market)
